New Rule - Silk Over Component Pads

Silk Over Component Pads, a new rule added to the Manufacturing Rule set, ensures correct clearance between silk screen and copper in component pads that is exposed through openings in the solder mask. This check ensures that the distance is greater or equal with the value specified by the user (as shown below).
