Support for CmpLib in New Document Defaults

With the arrival of Altium Designer 15.1, support has been added to allow new document defaults to be specified for the Component Library (*.CmpLib) document kind. Support is available at both the project-level, and the free document level.
Specify the required defaults on the System - New Document Defaults page of the Preferences dialog (DXP » Preferences).
Specify new CmpLib document defaults at both the project level (PCB Project shown), and free document level.
